AJAX, ON–MAY 6, 2026– ALEXANDRIA, LA–MAY 19, 2026—The Louisiana Quarter Horse Breeders Association (LQHBA) is reminding breeders and horsemen that the deadline to submit 2026 Out-of-State Mare (OSM) Forms is June 1, 2026.

The annual, non-refundable Out-of-State Mare registration fee is $200 per mare if submitted on or before June 1. Forms received between June 2 and July 1 will require a total payment of $400, which includes the annual fee and a $200 late penalty. Applications submitted after July 1 will require approval from the LQHBA Board of Directors and carry a minimum fee of $1,200.

Horsemen submitting mares for accreditation must provide the completed Out-of-State Mare Registration Form, the required fee, and copies of the front and back of the mare’s AQHA or Jockey Club registration papers. The association noted that the program applies to both Quarter Horses and Thoroughbreds.

LQHBA also reminded breeders utilizing embryo transfers that the annual Embryo Transfer Report carries a $25 fee and must be submitted by July 1 of the breeding year, or at the time of breeding if after July 1.

Under current LQHBA rules, only one foal per donor mare or recipient mare each year is eligible to receive Accredited Louisiana Bred status. The association further stated that donor and recipient mares involved in embryo transfer programs are generally required to remain in Louisiana from conception until the foal is born and the accreditation process is complete.

An exception exists for donor mares leaving the state for racing purposes. In those cases, owners must notify the LQHBA before the mare leaves Louisiana, and the mare must record an official start within 90 days at an AQHA-recognized pari-mutuel racetrack. Owners are also responsible for providing documentation of the mare’s starts and return to Louisiana.

Additional penalties may apply for incomplete submissions or inspection-related issues. Mares not present at their listed domicile during inspection are subject to a $200 reinspection fine, while incomplete mare identification information may result in a $50 fine.

Completed forms may be emailed to frontdesk@lqhba.com or mailed to the LQHBA office at 105 Carlyon Lane, Alexandria, Louisiana 71303. The association also recommends submissions be sent by certified or trackable mail for verification purposes.
